Chapter 1: Frank and Joe have to delivers some of Mr.Hardy's legal papers to the police station. On their way there, Joe almost got killed because of a speeding car and because of this they decided that they would take another route back.
Chapter 2: The boys delivered the legal papers and they took another route back. While going to their house, they meet the friend Chet Morton who seemed very stressed because his car had been stolen
Chapter 3: Chet Morton gets a call from the thief who posed a threat towards Chet. Joe and Hardy are now involved in this case and they ask their father for advise on how to solve the case. Their father tells them to look for clues around Chet's house.
Chapter 4: The boys look around Chet's house and they find a red wig. After finding the wig, they went to wig stores and asked if they sold the wig but none of the stores did. Frank then told them to go to a car dealer to see if Chet's car was there but it wasn't.
Chapter 5: The boys called all of their friends and then formed pairs who would look for the car. After an hour, Joe and Frank head done a bypath and find the car there. Chet thanked Joe and Frank by giving them $50 each.
Chapter 6: The boys went to the police station, to tell them that they found the car. On their way back they meet Major Applegate, the owner of the Tower Mansion. Major Applegate tells them that the Tower Mansion has been robbed and they that the police arrested Mr. Robinson because Major Applegate thinks he is thief. Also, Mr.Hardy is trying to solve the case.
Chapter 7: The next morning, the boys saw that there was a $1000 reward for anyone who caught the Tower Mansion robber. This meant that Mr. Robinson was no longer in jail.
Chapter 8: The boys find out that their friend Slim might not be attending school anymore because his father Mr.Robinson needs help with earning money. They also relate the robbery to the stolen car and so they go back to the place where the found Chet's car. They find another clue a hat.
Chapter 9: They notice that the hat has a label of where the hat was bought and it was bought in New York. Also, Slim told Frank and Joe that he was leaving school for good. Also their father went to New York to investigate.
Chapter 10: The Hardy Boys briefly join their father who left the day before for New York to follow up on the clue of the red wig which was found in Chet's car. After following a few leads, they identify a likely suspect, John Jackley known as Red Jackley since he had been first arrested wearing a red wig but was now out on parole. Frank and Joe Hardy returned home leaving their father to work on the case from New York.
Chapter 11: The next day Frank and his favorite date Callie visit the Robinsons who now live in one of the poorest sections of Bayport. Mr. Hardy returns home after two days of wordless absence and recounts how he tracked down Red Jackley who after a train accident, lay in a "precarious comatose" state.
Chapter 12: Oscar Smuff, the amateur sleuth, gets hold of Jackley and is determined to question him before Mr.Hardy that day. In order for Mr Hardy to question Jackley before Smuff does, the Hardy Boys and their friends successfully delay Oscar Smuff long enough that he misses the first train out of Bayport.
Chapter 13: Before dying, Jackley confesses to Mr Hardy and reveals the location of the stolen goods- "the old tower". After repeatedly searching the old tower and the new tower of the Tower Mansion the Hardys find nothing
Chapter 14: Mr Robinson is suspected of being Jackley's helper and is arrested again. The Hardy Boys are determined to solve the case and decide to find out more about Jackley by asking questions at the railroad where he had once worked when he lived in Bayport.
Chapter 15: After questioning several railroad worker without finding any clues, Frank and Joe decided to stop for lunch and noticed two water towers - a new tower and an old tower.
Chapter 16: Realizing that Jackley might have meant the old 'water' tower, the boys climbed up and down inside the old wooden water tower and discover the missing jewels hidden under a pile of boards.
Chapter 17: Frank and Joe Hardy are found by a hobo who intends to steal the treasure and locks them inside until he returns.
Chapter 18: Using their brains, the Hardy boys escape by breaking a hole in the side of the dry wood wall and reaching through to unlock the tank.
Chapter 19: That evening, everyone involved in the case of the Tower treasure gathered at the Applegates' mansion and the Hardy boys reveal that they have found the treasure
Chapter 20: The Applegates rehire Mr Robinson, increase his salary and apologize. The Hardy boys are given the thousand dollar reward - five hundred dollars each.
